Why does God give over people to a reprobate mind?

Romans 1:26 For this reason God gave them over to degrading passions; for their women exchanged natural relations for that which is contrary to nature,27 and likewise the men, too, abandoned natural relations [a]with women and burned in their desire toward one another, males with males committing [b]shameful acts and receiving in [c]their own persons the due penalty of their error.

For that they hated knowledge, and did not choose the fear of the Lord:
They would none of My counsel: they despised all My reproof.
Therefore shall they eat of the fruit of their own way, and be filled with their own devices.
Proverbs 1:29-31
 
"For although they knew God, they neither glorified Him as God nor gave thanks to Him, but they became futile in their thinking and darkened in their foolish hearts. Although they claimed to be wise, they became fools, and exchanged the glory of the immortal God for images of mortal man and birds and animals and reptiles" (Romans 1:21-23).

There is plenty else He could do. It is mercy that He didn't, since He had a better plan of redeeming some. You elevate man's will above God. You make God subject to man and you are sadly, sadly mistaken. God is patient and longsuffering but the day of reckoning does come.

It tells you in verses 18-25.

No. God gave man free will, and He respects each person's choice. He wants everyone to "choose life," He does not enable only some to do so.

Right. God is no respecter of persons. Salvation is available to anyone. Anyone has the opportunity to become saved. When a person hears the gospel and decides to believe it, that person becomes born again. Saved. When a person rejects the gospel, he is not saved. God honors each person's decision.

1 Tim 2:4 Who will have all men to be saved, and to come unto the knowledge of the truth.
