V3 tells of his coming to faith in the Gospel, but this also is not what he's looking for. He must learn at some point that the Gospel does change desires. Sometimes the confusion about this is about the Psalm saying 'delight yourself...He will give you the desires of your heart.' The ambiguity is whether those are our previous desires or if God implants. Christian wisdom would say he implants, because moth and rust corrupt.

This should answer the question about the impact of believing Christ. Without it being a law or religious ritual, yes, the desires are implanted and what we used to know is like the little boy who sees 2 year old toys and says "I used to like to play with those."
